Strengthening Public Schools
Standards like small class sizes and teacher certification have helped our state’s students make important progress over the past 20 years. Measures called “local control” or “home rule” would threaten this progress by allowing school districts to ignore basic quality education standards. Among the standards typically targeted by "local control" legislation are:
- class size limits,
- required curriculum,
- teacher qualifications and certification,
- minimum pay for teachers,
- kindergarten and pre-K programs,
- education for gifted-and-talented students,
- compensatory education,
- health and safety standards,
- parental rights,
- dropout prevention,
- minimum length of school day and school year,
- educator training and evaluation,
- fiscal management,
- bans on discrimination based on race, income or disability,
- student discipline.

Why Eliminating Quality Standards Hurts Public Schools
1. Putting education and kids first means having high standards in classrooms and schools, not rolling back standards to save on costs.
2. Large classes are hard to manage and limit the time teachers can spend with students who need the most help.
3. Eliminating standards will effectively destroy the state’s commitment to universally high standards for teachers and student learning.
4. Curriculum and other standards are designed to help teachers and students succeed and meet statewide accountability requirements that the state will (and should) continue to enforce.
5. Deregulation of public schools would consolidate power in local school boards and limit input from the public, parents and teachers.
6. Statewide standards like small class sizes, strong teacher certification requirements, state reading and testing standards and accountability measures have brought Texas schools nearly two decades of progress.
